The Failure of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are fought: positive announcements are issued from various governments. Considerable effort is devoted on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons flew past – advanced fighter aircraft supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a hostile projectile. This was a modern interception technology at work, presumably delivered by Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: possibly the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are clearly incapable to replace in the immediate future.

Failed Diplomacy

The detailed framework from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new initiative from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, undoubtedly, persist.

Political Considerations

It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to compel Moscow to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from assuming that the current condition will not evolve additionally in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on continued Western support.
